Job Description
***Only qualified Strategic Consultant candidates located near the Minneapolis/St. Paul area or within the State of MN to be considered due to the position requiring an onsite presence***

Minimum Qualifications
• Five (5) years of experience providing consultation and guidance to a State Medicaid program
• Three (3) years of experience supporting the creation of a strategy for modernizing systems and technology

The Client Department of Human Services (DHS) is seeking one full-time resource to work on the new, unified effort that will be known as Medicaid Enterprise System (MES) modernization. Recently, the Redesign for an Agile Medicaid Program (RAMP) became the steering body for modernizing all Medicaid functions. In the past, different Medicaid functions have had different planning efforts, which has created challenging complexity.
At a high level, RAMP seeks a Strategic Consultant to guide RAMP on the continued creation of an MES modernization strategy with an actionable plan that is feasible, targeted to real outcomes for the people we serve, and efficient in progress.
The work is expected to be done remotely.

The following document contains the sample tasks and qualifications for this MNSITE Event.
Responsibilities:
• Build relationships with and conduct interviews with key contributors to Medicaid Enterprise System (MES) modernization to collect information and feedback about work products and utilize what is collected to improve work products
• Facilitate meetings with multiple contributors to MES modernization to collect feedback, ask strategic questions, and provide information from past experiences to guide the MES modernization initiative toward identified goals. Utilize what is collected to improve work products
• Listen in on standing MES modernization planning meetings and identify themes, patterns, and opportunities that can populate recommendations for new ways of working within MES modernization, as aligned with the MES modernization strategy
• Engage with the existing MES modernization strategy provide recommendations for improvements and lead the creation and implementation of an action plan to implement this strategy
• Facilitate a process to develop outcomes that align with information and priorities (such as equity) collected from Medicaid business areas and which align with the MES modernization strategy. This process should also include measuring the current state/baseline of these outcomes, so improvements can be measured as the action plan is implemented
• Provide guidance and leadership to support the MES modernization effort in creating and implementing a communication plan for all work efforts this role has a lead role in
• Guide how to align the MES modernization strategy with the Agency’s broader efforts to move toward being a Product organization and using Agile ways of working
• Provide support to Redesign for an Agile Medicaid Program (RAMP) as they try to be a model for the new ways of working that are part of the new MES modernization strategy – asking questions and sharing insights about how RAMP can align more with those new ways of working
• Collaborate with change management staff and change management efforts to ensure alignment with the MES modernization strategy
• Actively learn about other modernization and transformation efforts within the Agency and guide alignment and potential risks
• Lead planning for implementing the MES modernization action plan under the MES modernization strategic plan and provide guidance and feedback to contributing teams
• Facilitate a process to develop sub-strategies of the MES modernization strategy, such as procurement/vendor management, staffing, outcomes demand management, and system integration
