Job Description
Required Skills/Experience:
Proficiency in Microsoft 365 applications (Word, Excel, Outlook, Teams) and Adobe.
Experience in the utilization of Microsoft Purview to:
- Implement and manage data governance frameworks that enhance organizational efficiency and comply with regulatory standards.
- Conduct eDiscovery Premium searches

Preferred:
- Working knowledge of laws, regulations and standards governing the management of sensitive data (e.g., HIPAA, HITECH, NIST Standards).

Key Purview duties and responsibilities include:
• eDiscovery: Implementation and oversight of electronic searches for documents through the eDiscovery Premium and Standard platforms.
This includes corresponding with data/records requestors to develop and modify search terms as needed, implementing searches, assisting in interpretation of results, and producing results for final review by Client Data Governance or Legal before release.
• Data Cataloging: Organizing and indexing data assets for easy discovery and understanding.
• Data Classification: Applying labels and tags to data based on sensitivity and regulatory requirements.
• Data Lineage: Tracking the origins, movements, and transformations of data throughout its lifecycle.
• Data Insights: Providing analytical capabilities to derive insights and enhance decision-making.
• Data Compliance: Ensuring data usage complies with regulatory standards and internal policies.

Processing Data and Public Records Requests:
Data Retrieval and Compilation:
• Coordinate with relevant departments or personnel to retrieve requested data and compile necessary documents for disclosure.
• Ensure completeness and accuracy of information provided in response to requests.

Communication and Follow-up:
• As needed, communicate with requesters to clarify requests, provide updates on processing status, and coordinate delivery of requested information.

Policy Development and Compliance:
• Collaborate with the Director of Data Governance to develop and revise policies, Standard Operating Procedures (SOPs), and guidelines related to data management and governance.
• Ensure that policies align with federal and state data laws, regulations, and organizational objectives.
• Monitor and interpret federal and state data protection laws, regulations (such as HIPAA), and industry standards.
• Develop training materials and conduct sessions to educate agency staff on data governance policies, procedures, and regulatory requirements.
• Foster a culture of compliance and data stewardship across the organization.

Data Management and Systems Development:
• Collaborate with the Director of Data Governance in developing and designing data management applications and systems. Aim to improve the agency’s data capabilities for public health purposes.
• Provide general support to the agency in its projects funded under the Client Public Health Infrastructure Grant (PHIG), specifically under Strategy A3: Data Modernization.

Projects include:
• Cataloging and organization of agency data resources with the ultimate goal of creating a public facing agency-wide data catalog.
• Assisting with the selection and implementation of an updated process for managing external requests for data and public records.
• Supporting the creation and implementation of project timelines.
• Consistent and effective communication with agency staff supporting the projects, and maintaining focus on project goals and meeting deadlines.
• Assist with the collecting, organizing and leveraging large amounts of data across multiple subject matters to enable more accessible utilization and analysis of the data using data lakes, warehouses, lakehouses, catalogs, etc.
Position Description and Job Skill Set:
Microsoft Purview Oversight:
• Serve as the primary compliance contact for the implementation and oversight of the agency’s Microsoft Purview application. Microsoft Purview is a data governance tool that helps organizations map, manage, and govern their data across various sources.
• Data types to be brought under Purview oversight and management include: data/files within enterprise Microsoft 365 applications (Outlook, SharePoint, OneDrive, Teams, Exchange, etc.) and other on-premises, multicloud, and software as a service (SaaS) data.
• Data cover a range of public health subject matters such as: disease surveillance and reporting, environmental health (water supply, wastewater, food protection, etc.), vital records and statistics, and professional and healthcare facility licensure, just to name a few.
