Job Description
Required Skills/Experience:
• The Client is seeking a Contractor with demonstrable knowledge and experience in merging public health objectives with national health information networks such as QHIN’s and eHealth exchange and state level HIE’s.
• The Contractor must have a working knowledge of public health, TEFCA and HIE standards / capabilities.
• To support Client on-going evolving data interoperability obligations (Promoting Interoperability, Data Modernization, Client operations, mandatory reporting, Vital Statistics, Epidemiology / Informatics, and other Client programs that could benefit from national and state level health information exchange efforts, the contractor will work closely with key Client executive and program staff to develop and implement plans and processes to strengthen, expand and formalize Client participation with national and state health information networks.

Position Description and Job Skill Set:
Work as Client HIE Coordinator, establish working relationships with both relevant national and state level HINs/HIEs. Use the contractor’s knowledge of public health, act as a business analyst and work with relevant Client programs to identify use cases and value of QHIN/HIE connections. Develop Client -specific information sharing processes to inform all programs of QHIN/HIE progress and value, serve as HIE proponent. Monitor the value of the implemented connections and collaborate with Client programs and the QHIN/HIE to resolve data issues, expand QHIN/HIE services, etc. Represent Client as its HIE Coordinator, attend, facilitate, and coordinate meetings, as needed, with other public health related stakeholders relevant to Client HIE Plan (e.g. Client, etc.). Attend relevant national webinars related to QHINs and other national HIN efforts. Keep Client leadership abreast and up to date on evolving / changing QHIN/HIE needs and requirements relevant to Client public health objectives.
