Job Description
This is only 15 hours a week job for 12 weeks. Can be remote with travel twice to SD.***Only qualified candidates located near the South Dakota area to be considered due to the position requiring onsite presence***

Required Experience & Skills:
• Assessment of current caseloads and data
o Examine current caseloads, identifying trends, inefficiencies, and gaps in service delivery, with an emphasis on enhancing cohesiveness and alignment across the client to create a more unified and streamlined adoption process
o Examine the data related to current adoption cases and Another Planned Permanent Living Arrangement (APPLA) cases and assess the volume, challenges, and resources required
• Recommendations for Implementation
o Develop recommendations based on the assessment, focusing on improving efficiency and streamlining the adoption process
o Consider the required number of Family Services Specialists and Supervisors to meet the demand, including staffing levels, specialized training, and geographical distribution of adoption services
o Examine whether the process should also include APPLA cases or focus solely on youth legally free for adoption.
• Geographical Considerations
o Evaluate geographical areas and any regional constraints that may affect the provision of adoption services (e.g., urban, rural and tribal needs, service accessibility)
o Recommend potential strategies for ensuring equitable service coverage in different areas
• Communication plan for Stakeholders
o Create a communication plan to ensure all stakeholders are informed and aligned with the adoption centralization process
o Develop methods to gather feedback from stakeholders and maintain open channels of communication throughout the implementation phase
• Implementation Strategy
o Recommend whether a pilot approach, phased approach, or full-scale implementation should be pursued
o Provide an estimated timeline for each phase, including any necessary milestones, checkpoints, and final outcomes

Responsibilities:
Client is seeking a qualified consultant to analyze the efficiency and effectiveness of adoption services within the Client to optimize the adoption program. An organizational assessment conducted by ACTION in 2022 provided several recommendations to improve service delivery, including the potential for a centralized adoption unit. There were three primary findings related to adoption services; difficulty maintaining permanency and well-being practice standards at the field level, range of supervisor experience and competency related to adoption services, and permanency services are not organized in a cohesive way to maximize resources and expertise, or balance workload for adoption staff. A recommendation was made to consider centralization of adoption services which could streamline processes and improve overall efficiency, ultimately leading to better resource allocation and more consistent service delivery. This role will involve evaluating staffing needs, geographical service distribution, and ensuring alignment with state-wide standards and best practices.

Additional Details: Must be available for onsite work though the primary work location will be Remote.
