Job Description
***Only qualified Program Manager candidates located in the Quincy, MA area to be considered due to the position requiring an onsite presence***

Required Education:
• Bachelor’s Degree

Required Skills:
• 4-5 years of IT applications experience as a Functional Lead
• At least 3 years of experience supporting a benefits management program’s eligibility management processes
• Demonstrated ability to analyze and synthesize business requirements
• Demonstrated ability to understand and negotiate the needs and expectations of multiple stakeholders
• Excellent communication & negotiation skills and experience in overseeing the business analysis function
• Strong background in developing trust and confidence in relationships with stakeholders and cross-functional teams; experience coordinating and fulfilling requests for internal/external changes
• Demonstrated expertise in information systems, business operations, requirements analysis, and integration/design of solutions
• The candidate must be process-oriented with sound judgment, attention to detail, accuracy, and follow-through including flexibility to perform in an ever-changing work environment
• The candidate must be energetic, driven, and committed to project success while working under tight time constraints and pressure
• Advanced knowledge of Microsoft Office and SharePoint, knowledge of collaborative tools (e.g., Zoom, Teams), and JIRA
• Must have working knowledge of Agile SDLC processes

The Functional Lead will report to the program director and work as part of the IE&E Common Portal PMO to support key programmatic initiatives ensuring deliverables are in line with the Program’s goals and meet the objectives of the various business stakeholders. The Functional Lead is an active member in all phases of the project including requirements gathering, design and development activities, testing, implementation, and ongoing operation. This role serves as a liaison between the business community, the software quality assurance team, project management office, and the technical development team and, as such, the successful candidate must have a strong working knowledge of eligibility and enrollment processes for Benefits management, be well-versed in operational concepts, and the Software Development Life Cycle (SDLC). This role is responsible for providing oversight of 4 business analysts who interact with internal and external business users to ensure that requirements are clearly defined and fully implemented in the production Portal

Job Responsibilities:
• Analyze existing systems and processes and stay current on stakeholder needs and the project vision
• Oversee business analysts who maintain project objectives and business requirements and assist in their realization
• Lead gap analysis and the development of cross-agency workflows
• Produce a variety of high-quality project plan deliverables that are complete, universally acceptable, and effectively communicate objectives within stipulated timelines
• Participate in and contribute to JAD workshops with business SMEs, developers, testers, and BAs to analyze business processes, workflows, business policies, events, triggers, roles, integrated systems, data flows, etc
• Develop and review Business Requirements Documents, Requirements Traceability Matrix (RTM), mapping requirements, and test cases to ensure complete test coverage against in-scope requirements
• Support the Program Director in execution of the Program’s vision and adherence to approved timelines
• Support stakeholders during each release/implementation
• Utilize the program's requirements management, change management, and defect management tools and track requirements/defect status throughout the project for the functional areas
• Proactively review existing processes, identify opportunities for improvement and make constructive suggestions for change that would benefit the Program
• Serve as an SME for the program and contribute to and review documents crafted by other teams
