Job Description
***Only qualified Project Manager candidates located near the Edmonton, Alberta CAN area to be considered due to the position requiring an onsite presence***
Required Education:
The proposed resource must meet or exceed one of the following:
• University graduation in business, management or related discipline, and four years of Project Management (PM) experience;
OR
• Two-year diploma in business, management or related discipline and six years of PM experience;
OR
• One year certificate in business, management or related discipline and seven years of PM experience;
OR
• Eight years of PM experience
Required Work Experience:
• Experience defining project scope and goals in collaboration with business stakeholders (8 years)
• Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures (8 years)
• Experience managing custom application development projects with at least 5 team members.
• Experience managing multiple projects concurrently (8 years)
• Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations (8 years)
• Experience working as a Project Manager on a large complex custom software application development project (where the software is developed in house for that specific organization) (8 years)
Professional Licenses/Certification:
• Active Certified Scrum Master Certification (please attach)
• Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate)
Preferred Work Experience:
• Experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios (4 years)
• Experience creating and managing project forecast and actual budgets (4 years)
• Experience developing and maintaining positive stakeholder relationships across the organization, including executive level (7 years)
• Experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents and exercises resourcefulness and ingenuity (2 years)
• Experience working in or for the public sector (3 years)
• Experience working with Mandated and Legislated Projects within short timelines (4 years)
• Experience leading project governance, change management and communication activities (5 years)
• Experience working with technical teams on complex IMT projects (4 years)
CLIENT is seeking a Project Manager to work on the design/implementation plan/program development plan for various projects within the technology delivery space of the CLIENT.
The resource will be assigned to various projects including technology projects that include upgrading and implementing technology in the Courts technology environment.
The Project Manager is responsible for the coordination and implementation of various CLIENT related technology projects. They oversee all aspects of the projects. Builds an effective operating environment, define project objectives, scope, and guiding principles, conduct comprehensive analysis of the projects, monitors and summarizes progress of the project. Builds and maintains working relationships with CLIENT stakeholders, project vendors, and CLIENT departments involved in the project. Prepares reports for management regarding status of project.
The Project Manager will be responsible for the following tasks/activities:
• Develop and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues in collaboration with the senior leadership team and internal stakeholders
• Coordinate with stakeholders and schedule meetings
• Prepare briefing notes, meeting minutes, and other documents
• Prepare presentations for engagement with stakeholders, steering committees, project groups and other stakeholders
• Support team members in the analysis of industry engagement surveys
• Manage tasks and action items and follow up and escalate as required
• Provide support by bridging communication between external stakeholders, the Alberta Courts, Technology and Innovation teams, etc.
• Coordinate approvals and sign-offs
• Maintain engagement, meeting, and opportunity trackers
• Respond to stakeholder requests
• Complete documentation for decision making processes
• Provide direction to cross functional team(s) to ensure successful delivery of product(s)
• Track and monitor scope and timelines for delivery of data product(s)
• Analyze and report on progress. Communicate project status and all relevant information to stakeholders
Project Manager Duties:
• Compile project charters and business/project plans with clear objectives and expected project outcomes to support activities, including the most suitable approach to be used in the development of each deliverable and work product, to ensure business objectives and data integrity are achieved
• Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the organization’s enterprise architecture
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied
• Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders
• Manage multiple tasks, project resources and project governance
• Conduct consultations with key internal CLIENT stakeholders and CLIENT stakeholders
• Work with project vendors to ensure that effective project communication exists through the duration of the project including escalation of risks as required
• Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions
• Coordinate with leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget
• Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders
• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks
• Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks
• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks
• Develop, as required, related requirements documentation
• In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects
• Provide leadership and assistance to project teams that require change management and communication support
• Engage and establish positive working relationships with subject matter representatives across the CLIENT Technology Services to ensure that project decisions, directions and recommendations align and consider broader CLIENT directions
• Provide input and/or develop Chief, Minister/Deputy Minister/Assistant Deputy Minister-level briefings, as required
• Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards - **Only those lawfully authorized to work in the designated country associated with the position will be considered.**
