2. Qualifications
• Project Management Certification; PMP, CAFM, PMI-ACP or Prince 2; or a combination of formal project management training and a minimum of 18-months of project management leadership in a relevant functional or technical field
• Communicates clearly in English, both verbally and in writing, with project team members and stakeholders
• Demonstrated ability to plan, organize and deliver projects on time, within scope and within budget.
• Excellent written and verbal skills.
• Demonstrated can-do attitude.
• Ability to resolve problems with minimal management assistance; escalates appropriately.
• Flexibility to adapt to changing priorities. Moves quickly to address unexpected problems or opportunities.
• Intermediate level proficiency with Microsoft Office 365 including Outlook, Word, Excel, PowerPoint, MS Teams – SmartSheet and Visio experience are a plus, but not required.
• Verifiable, direct experience using Project Management tools to develop project plans and resource-loaded schedules with milestones.
• Adept at conveying project health and progress via presentations and project reports to mid and senior-level management.
• Verifiable, direct Software/Systems Development Life Cycle experience using Agile-Scrum methodology and Waterfall methodologies based on the needs of the project.

The Client is seeking a Sr. Project Manager to join the Orion Program supporting several Project Initiatives to streamline/modernize/improve the customer and internal user experience for the Online Business Licensing Management services. You will support and lead stakeholders across multiple business units to gather requirements, solicit vendors and manage projects through delivery, meeting customer goals and keeping the projects on time and within scope and budget. This position will be responsible for managing the implementation of the new Business Licensing System.
Provide Project Management skills:
• The Project Manager’s job is to lead, oversee and ensure the successful delivery and management of single or multiple projects. They ensure that the projects deliver the greatest business value while working within an environment with dynamic cost, time and resource constraints.
• The Project Manager is an agent of change. Project management is a disciplined approach for introducing and managing change to organizations.
• Project Managers work across all levels of an organization and may be involved in everything from facilitating the strategy definition, supporting discussions regarding enterprise architecture, to taking a leadership role by assisting with the definition of the goals and requirements for projects and supporting continuous improvement in its technology and processes.
• They have the specialized knowledge to act as a guide and lead the business through unknown or unmapped territory, to get it to its desired destination. The value of the project manager is in realization of benefits, avoidance of cost, identification of new opportunities, understanding of required capabilities and modeling for the organization.

Provide expertise to manage and implement assigned projects within the Orion portfolio. To do this successfully, the selected resources will be comfortable performing the following duties:
• Manage stakeholder expectations during the execution of projects, including risks, dependencies, deliverables with an outcome-focused mindset demonstrating a high degree of integrity.
• Guide stakeholders when addressing change or stressful situations.
• Enable an environment where collaboration is effective and focused on delivering impactful business results.
• Responsible for client satisfaction and delivery metrics.
• Create and maintain detailed project plans; monitor, track and report on project progress; manage project scope, issues, risks and change orders, if any are required.
• Provide input and guidance on individual and team weekly goals, monitor progress through a positive, collaborative and encouraging work environment.
• Strong negotiation, presentation, conflict management, decision making and communication skills with timely and accurate reporting against project timelines and other metrics.
• Clearly, frequently and effectively communicate priorities and status to internal stakeholders.
• Proactively seek opportunities to improve the team’s value by providing constructive suggestions.
• Guide other team members on project management best/better practices and continue to expand mastery of your own; initiate solutions where precedents and procedures may not exist.
• Work closely with both technical team members and client stakeholders or varying levels to serve as a “trusted advisor” and key point of contact for all stakeholders to ensure success.
• Obtain regular feedback from team members individually and collectively to optimize team morale and promote new approaches to overcoming challenges.
• Report regular status to project stakeholders.
• Interface between the software vendor and internal involved in the Orion portfolio program.
• Interface with the Product Owner team to manage and prioritize their product backlogs of bugs and enhancements.
• Manage and track software releases from the point at which the software vendor commits to the items that will be delivered in the release, through development, UAT, deployment and concluding with post-deploy documentation.
• Review product release testing plans, scripts and schedules – partnering with the Orion QA team/BPAs to ensure these items are ready, thorough and actionable. Incorporating learnings as releases identify opportunities for improvement identified through Lessons Learned sessions held at the completion of each sprint.
• Develop a serviceable understanding of the software product, the business functions that it supports, and the stakeholder community (both internal to the agency as well as external) impacted by it.
• Establish Key Performance Indicators (KPIs) for measuring and tracking over time the performance of the software vendor and the agency product support team.
• Support our Orion Project by facilitating vendor meetings, vendor software release deployments and support measuring the success of the software deployment by:
o Scheduling and re-scheduling meetings, as necessary
o Drafting and sending meeting agendas (to be included in meeting invite – so attendees can prepare accordingly, and meetings start with a shared understanding of why the audience is schedule to meet)
o Providing updates on software release status
o Providing a running summary of outstanding bugs and enhancements
o Provide running summaries of all other established product team KPIs
o Support the agency during critical Production-outage situations including running communications with the vendor and key agency stakeholders, coordination of resources for troubleshooting and submission of bug details as necessary.
• Additional liaising between agency and software vendor(s), as needed.
