Job Description
Required Skills:

• Experience working as an IT Project Manager



Project Manager Responsibilities: The client will be working on the modernization of data systems to provide for electronic application, enrollment, case management, and billing. This project must be completed by 11/2026 not to exceed ARPA funding period expenditure.

• Manage and modernize the internally developed applications

• Direct and manage the project for the planning and implementation of the data modernization from beginning to end

• Develop full-scale project plans and associated communications documents in accordance with PMO standard templates

• Estimate resources and participants needed to achieve the project goals, perform root-cause analysis on gaps, identify waste, and work with the project team to drive sustainable corrective action

• Identify and resolve issues and conflict within the project team and program/project leads of project dependencies and critical path concerns

• Coordinate and plan scheduled project timelines and milestones (using appropriate tools) with software vendor, sister agencies as applicable, developing and delivering progress reports, proposals, requirements documents, and presentations

• Direct the activities of a Business Process Analyst that will support this project

• Will work with the identified IT Application Development team, programs, program leadership, and IT manager to evaluate and implement technical solutions to business needs

• Responsible to comply with all state and federal IT security standards (HIPAA, FERPA, etc.) and to immediately report any violations or breaches.



For the data modernization project, the incumbent will be responsible for the following tasks (not all inclusive):

1. Leads the project team to identify potential internally developed systems, build project scopes, goals, and deliverables for implementation of the data systems modernization of identified programs with established partners and vendors.

2. For this data modernization implementation, tasks will include but are not limited to:

a. Drive planning, estimating, and facilitating the coordination for designing, configuring, testing, training, analysis, and project implementation with Vendor(s), Vendor(s) staff, Information Technology Office, Program Project Lead, and program subject matter experts, and all stakeholders

b. Manage scope, schedule and budget objectives

c. Identify, assess, and mitigate all project issues and risks

d. Facilitate meetings and confirm appropriate documentation is developed and stored in project repository

e. Manage change management and deliverable management process, assign deliverables as appropriate, and validate appropriate processes and approvals are being captured

f. Lead the project team in successfully completing user acceptance, regression, unit, and end-to-end testing with internal and external stakeholders

g. Plan and schedule project timelines and milestones using appropriate tools

h. Develop status reports to internal and external stakeholders weekly following established PMO guidelines



Other tasks will include but are not limited to:

1. Maintain all Project Management documents related to work activities and hand it over to the dev team after completion of project

2. Ability to think clearly and respond quickly to critical situations

3. Develop presentations for executive leadership
