Job Description
Minimum Requirements:

• 8+ years of business analysis experience on software development projects, including preparation of project-related documentation.

• Strong interpersonal, collaborative, analytical, written/verbal/presentation communication skills in English.

• Proficiency with MS Office suite and prototyping/screen mock-up tools such as Visio, SnagIt, Adobe Illustrator, or Axure.

• Hands-on experience with requirements elicitation, client management, and technical documentation including traceability, use cases, prototyping, and data modeling.

• Experience facilitating interactive sessions with business and cross-functional teams.

• Strong analysis experience in assessing Production Support issues to determine Root Cause and document items needed for data or system correction.

• Ability to develop and maintain an understanding of key business drivers/impacts and assist clients with identifying and solving business problems.

• Experience facilitating analysis of business and functional requirements and designing technology specifications.

• Ability to define functional design and systems specifications, prepare/review/deliver completed packages.

• Experience participating in and providing guidance for user acceptance testing, training, and implementation-related activities.



Preferred Qualifications:

• Familiarity with mainframe environments, SQL, Salesforce environments, Remedyforce, Core Java/J2EE development environment, and relational databases.

• Experience with process improvement strategies and methodologies.

• Proven ability to lead change and design more efficient processes.

• Experience in the Oil and Gas industry and general compliance and enforcement-related projects as a Business Analyst.

• Proven ability to work compatibly within multifaceted teams, resolve conflict, and deal with challenging situations.

• Bachelor’s Degree in Computer Science, Business Administration, or related discipline, or equivalent work experience.



Job Overview:

The Railroad Commission of Texas ITS Division is seeking an experienced Business Analyst technical resource, preferably with RRC Oil and Gas systems knowledge/experience. The selected candidate will perform advanced (senior-level) business analysis work related to implementing complex, emerging technology hardware and software projects for the Mainframe Transformation Program.



Responsibilities:



• Perform business analysis for multiple inter-related projects, including SaaS/COTS software applications, data migration from mainframe systems, and Data Warehouse development.

• Gather, develop, and document requirements using various methods.

• Review, assess, and develop business processes.

• Create and validate user acceptance testing.

• Provide research and special project support to users.

• Ensure deliverables and materials are produced and maintained in accordance with established processes and procedures.

• Use accepted business analysis methodologies to ensure consistent quality.

• May assign and/or supervise the work of others.

• Work under limited supervision with considerable latitude for initiative and independent judgment.
